Internet content rating service is the system to assign the rights to select the types and levels of Internet information to content providers and users.

The Korea Communications Standards Commission executes the self rating service for domestic contents and the third party rating service for foreign obscene and violent contents under the broad framework of self-regulation on behalf of the users on the Internet.

 

With the self rating service, the domestic content providers autonomously label in accordance with the rating standards of 5 levels in 5 categories such as nudity, sexual act, violence, language and others and the users select and use Internet information using the filtering software distributed by the Information Communication Ethics Committee.

In addition, the third party rating service means to implement rating database focused on foreign obscene and violent contents and to provide them to the users.

As described above, the Internet rating system includes the self rating service and the third party rating service.

 
When domestic content providers autonomously label in accordance with given standards, that information is provided to enable users to select and use on the Internet. The Korea Communications Standards Commission that is the third party organization builds the rating database for foreign obscene and violent contents in accordance with given standards and provides it to users

The content providers autonomously label contents that they provide using META tag in HTML documents(using PICS label), and the users set the appropriate rating levels through web-browsers recognizing PICS of labeled contents or filtering software and utilize the Internet content rating service.

Korea Communications Standards Commission provides self-labeling web service through its homepage(www.safenet.ne.kr) in order to enable the content providers to label their contents using PICS.

 
The third party rating service is the system using the label bureau server that distributes the labeling database allocated by the third party organization.
When the users apply the filtering software that can recognize the label bureau server, they can use the Internet content rating service even though the users do not apply PICS labels.
